Just got off the phone with LSAC to double check for you. They suggested that at the end of the section when you drop your pencil, you should also firmly announce your action. "Pencil Dropped!" should suffice. Let me know how it goes

I'm not qualified to answer the questions you posed, but I would like to add one thing. Do something that will give you the most options later. Ask for the LoRs now, and then in a year you can decide whether you want to use them.
