Yes I believe you should. It provides a better picture of how you got your undergraduate degree rather than just the 2 years at wherever you transferred to.
There are webinar videos under resources which have valuable advice on various question types or strategies like skipping etc. On 7sage's Youtube page there are AMA interviews with people who have scored really well on the LSAT.
After many months of not being able to figure out LG, I'm now consistently scoring -4 and hope to bring it down to at least -1. That said, LR and RC need tons of work.
Given that the current employment information for both schools doesn't have California listed as a top location for graduates and the schools are close in ranking, I would go with WUSTL for the $$.
