E is correct because the author needs this to be true in order to have his argument. If the dogs were able to travel by some other means than by boat, or did in fact occur on separate occasions or whatever, it would hurt the argument.
Perhaps slow down, do not even attempt the later questions, until you start to incrementally improve on getting more answers correct through the section.
The logical opposite of must be true is could be false. Maybe as you go through the answer choices or your process you say to yourself, "could this be false".
