I think you can apply if you have a Green Card: https://www.lsac.org/lsat/lsat-dates-deadlines-score-release-dates/lsat-fees-refunds/fee-waivers-lsat-credential But if you don't, I think you should call LSAC to ask.

Thank you so much for sharing your story! This could have happened to any one of us. I agree with @"Leah M B"; a 6 point drop seems good in this case. I probably would have had a 15-20 point drop. You’re gonna do great in November!

I think LSAC will start releasing at 9am ET (GMT-04:00) like they did for September 2018 LSAT. Or they might release at 5pm ET, which is already November 1 in Asia/Australia & New Zealand

I think it will be October 31, 2018 at Eastern Time in the U.S. So I don't think it will be released at midnight in Asia/Oceania or Europe.
