Do you warm up before you take the test? As in do questions before the test? I had a similar problem too where my first LR section was a looot worse than my second section and I realized it's because I never warmed up before the exam.
The thing that works the best for me is if I ask "why?" or "so?" after reading a statement a statement in the stimulus. Chances are that's the conclusion or the sub-conclusion because it will be supported by the other statements.
I don't think you have to/should time problem sets, just keep doing them untimed like you are now. It's better to put in the work and understand the fundamentals now and worry about timing later (like practice tests). Especially since some questions…
