Can anyone explain why A is correct and D isn't? It seems they are expressing the same thing (even though I know that can't be true)

Well, the stimulus states that "non-natives may provide valuable advice" so D is too extreme. Outsiders can participate in providing advice so long as they don't force their advice on said entity.
