I think when the LSAC finds out what happened in that room, all of your tests will be cancelled. Allowing you to go back to sections (even if time was called early) does sound standard.
I don't think "almost all" and "most" are synonyms. There is a loose mathematical definition of "almost all", but I'm not sure if that would apply to the LSAT.

I don't think you need to turn anyone away. You get to decide which LORs you will send out. Get all of the LORs, and then decide later on which to use.
Assuming that the schools seriously consider the GRE, and aren't just doing this for statistics/increased application revenue, I think this is a big negative.
