You can ask the proctor before the test but I wouldn't chance it just in case! If they do not want you writing during the 10 min, chances are you probably can't during the 1 min but just ask before you go in to sit when they check you in

I totally feel you on this. The RC that I had was crazy. I felt that my "real" LRs weren't too bad but I am pretty torn up and discouraged by the RC I had.
